The Philippine government claims to have taken steps to ensure human rights in the country and bring an end to extrajudicial killings.  Nevertheless, international human rights organizations remain skeptical due to the lack of justice for victims of the attacks and accusations of dishonesty in the reports filed by the Philippine government.
