In December 2006, Brian Campbell, an attorney at the International Labor Rights Fund, was briefly detained and then deported upon arrival at Ninoy Aquino International Airport.  He was traveling to the Philippines to attend a 10-nation summit of the Association of Southeast Asian Nations.
