The ILRF submitted a petition on June 22, 2007 to the Office of the US Trade Representative alleging the Philippines Government has engaged in deprivation of workers rights, including the right to unionize and the right of association.

There is a human rights crisis in the Philippines. Since Gloria Macapagal Arroyo assumed the presidency in 2001, there have been more than 800 extrajudicial killings. Activists, community leaders, organizers, lawyers, journalists, development workers and human rights workers have been assassinated. Progressive members of Congress are being prosecuted on rebellion charges and legal opposition organizations are being threatened.
